Viešojo administravimo modelių vystymosi perspektyvos modernizmo ir postmodernizmo idėjų šviesoje

Straipsnyje analizuojama tradicinio viešojo administravimo paradigma, siekiant modelio kritiką pakreipti kultūrinės dimensijos linkme, identifikuojant esminius modernizmo elementus, kurie, autorių požiūriu, turėjo įtakos formuojantis šiam modeliui. Atskleidžiama ir modernizmo parametrų metanaratyvinių teorijų racionalumo, kaip pamatinės teorinės nuostatos, technologiškumo, instrumentalumo sąveika su tradicinės paradigmos principais, išskiriant hierarchizuotą valdymą, biurokratinius santykius, kontrolės mechanizmus, racionalią organizacinę struktūrą ir funkcijų pasidalijimą bei profesionalumą. Iškristalizavus pamatinius tradicinės paradigmos bruožus, apžvelgiami ir postmodernizmo organizacijų aspektai bei tendencijos, siekiant atsakyti į klausimą, ar tradicinis viešojo administravimo modelis postmodernioje epochoje dar gali būti aktualus.
The amplitude of control mechanisms and clearly defined employees functional boundaries ceased to demonstrate the personal employees initiative and minimized the possibilities for inner creative human potential revealing. Instrumentalism also had implications for public services provision, which is no less important for moral sense and social justice aspects. So, it is possible to maintain that modernist thinking forms in the context of public administration have raised tensions between the fact and the value by creating iron cage governance structures. From the other side, because of the modernist epoch embrace of the distrust in the big modernist schemes and their universal explanations and values, the authors suggest to evaluate the possibilities of traditional paradigm for the present epoch. In the first place that is happening because of dissapearance of differences between private and public sectors and services provision and organization models resemblance. In the postmodernist academic discourse there is not found one defined sector any more and one just organization or true governance form as well. The modernist hierarchical academic discourse indicates the drift of modernist hierarchical governance to decentralization, when the employees themselves are fostered to take greater responsibility and look after themselves. Post-modernism is not a clear era with its permanently changing outside factors making impact for organizations situation. The constant adjustment to changes is necessary. Traditional model is united with its legal environment and the laws constraints and the lack of political will for modernization. The lack of organizational flexibility may become the main reason for traditional model’s stagnation. [...]
