Constantly increasing volumes of passenger and cargo transportation require a constant transport network development as well as renewal and updating of its elements. Thus, transport is a branch of economy that requires a lot of resources for its normal functioning. On the other hand, the development of transport infrastructure can cause negative effects on the environment. We propose here the optimization model allowing us to choose the most efficient way of development of transport infrastructure. The criterion of the model involves the expenses needed for compensating the negative effects of development of the transport infrastructure and system restrictions of the model involve the restrictions limiting the negative effects of development. The model allows us to optimize the costs of development of the transport infrastructure without exceeding the limits set for the negative effects.
