Public sector today experiences changes nothing less that private sector. Society requires fiom public sector efficiency, changes of performance, improving indices of performance (Puškorius, Raipa, 2002). Supply of qualitative services is impossible if organization doesn'n puy uny attention to that. ln this process leaders are given the most important role. Tthey are the only persons thoroughly responsibie for the organization. So, quality is important not only to business organizations but institutions of public sector as well. It becomes more and more topical in different areas of public life and culture as well; the circle of questions and problems tackled by the help of the means of quality in creases (Ruževičius, 2010). Objective of this article is to determine performance of leaders of regions municipality administration applying partial criteria of CAF and determine areas of leaders' performance that should be improved and the means for this improvement.
