Concept of Organization and Planning of Investigations of Cigarette Smuggling Crimes, Practical Aspects

The article analyses the concept of organization and planning of investigations of cigarette smuggling crimes, examines different practical aspects of organization and planning of the investigation. The analysis of criminal cases suggests that the investigation and planning of cigarette smuggling offences in each particular case is rather individual because every smuggling offence is different and unique in it - self and thus requires different approach to planning and organization. It needs to be noted that detection of cigarette smuggling relies upon the factual circumstances, which establish existence of cigarette smuggling. The data received during the survey and presented in the article show that in their practical activities the officers from different pre-trial investigations, who are engaged in the investigation of cigarette smuggling offences, give a different assessment of the organizational, technical and other problems encountered during the investigation of cigarette smuggling offences. The data obtained during the survey suggest the existence of organizational problems as admitted by the officers themselves.
