The direct benefits arising from Structural Funds are only a part of a much wider picture. The real long-term benefits of Struc-tural Funds are to be associated with the way in which each local regional economy responds to opportunities arising in the rest of the country and the EU as a result of the Single Market rather than Structural Funds. This emphasizes a need to work within the wider "global theory" of macro modeling rather than the narrower "theory of action" that tends to moti-vate policy makers focused on the role of specific Structural Funds programmes. The followwing papers of the series of articles "Support of EU Structural Funds: First Evaluation" will review the CGE modeling framework and analyse the impact of structural actions on the local economy of Lithua-nian region for the period 2000-2006.
