The aim of this paper is to reveal situation of implementation of the rights of the child in Lithuania and articulate the exigency of social innovations in this field in accordance with other innovations, recognized by the state. There are some preconditions to formulate this aim, because in the Lithuanian strategy of Innovations for 2010 – 2020, social innovations did not separated in the document. All strategy articulates only innovations for economical growth. In accordance with the goals of sustainable social development (A. Sen, 1990) economical growth is only a mean for human development, and it could be damaging if do not reduce human poverty and do not help for implementation of human rights. Ratification of UN documents does not mean the implementation of human rights. Revolutionary political, economical and social changes in Lithuania strongly damaged equilibrium of family life. Inherited substitute child care institutions do not implement the rights of the child. These conditions require new attitudes and a new social system helping society to continue cohesion and balance. Social innovations should become one of priorities in the state policy. State social support policy according human needs and dignity, particularly to children require new attitudes and innovations.. Prepared social workers and other professionals in this field do not have possibilities to explore their skills and knowledge in this field. The state investments in education of many professionals in this field are wasted out. As a result of this community based social services for children and their families those which require new methods and different resources implementing preventive goals are at a very big shortage.
