Abstract

In this work there are analyzing the historical and legal origin preconditions of social workers in Lithuania Republic, presenting the conception of social workers in law system of Lithuania Republic, determining the conception of qualification of social workers, it’s purposes and the main tasks, ascertaining the conditions and the importance of social workers certificate. But the main purpose of this work is to appraise the present situation of the qualification improvement system of social workers and to outline the main possible directions of subsequent improvement, which realization will permit to increase the importance of social workers in society, to guarantee the better solutions of social problems and the better quality of social work. Analyzing and appreciating the present situation of the qualification improvement system of social workers first of all in this work authors picked out the main reasons, which determined the necessity of development of qualification improvement system of social workers. As for instance, it is important to create new and to change obsolete law statements, which regulates the questions of qualification improvement and certification of social workers, because the field of social work is becoming wider and social workers have to become perfect all the time; the institutional structure of qualification improvement of social workers is changing, that’s why it is important to conformable the activities of institutions with the law statements and to prepare the realization plans for their conceptions and etc. Thus organizing the continuous qualification improvement system of social workers, in this work the main task was acknowledged as the addition of available and new law documents preparation, which could regulate the qualification improvement of social workers. Besides, there is a necessity to be guided by today‘s requirements of social work and by the futures challenges to the professional qualification of social workers. Authors suggest to carry out the institutional – administrative and the legal reforms and to determine the connection of qualification system of social workers with the system of education and science, because in the futures perspective there will be important not only to have a higher professional preparation level, more skilled contents of teaching programs, but the transition to new high quality model of control, which will ensure the co – ordination and long duration collaboration of all institutions and will take care of the qualification improvement of social workers, too.
