The transformations of the society are quantitative and qualitative alterations which determine a formation of a new society form or a living form which is characterized by a new qualitative level. Social changes (transformations) are inevitable, very complicated and multiple phenomenon. Its aim is the security and consolidation of safety and stability support. Police is an independent subject of the public administration which is undertaking the law and other legal acts and administrating public services. Police is the subject of services. The status of the police is the legal position of the police which is regulated by the legal acts. Functions of the police are the main activity trends of the police, fixed in the legal acts and corresponding to the police tasks in the particular development stage. The reform of police administration is a potential tool to succeed. It saves state budget funds, develops the quality of police services and productivity of administration activities, increases potential etc. The strategy of police administration is a long-term police trend and the margins which combine police resources with the changes of the social environment, the market with the legal subjects of the police activities to implement harmoniously person, society and state expectations.
