Abstract

Speaking of the system of social security of Lithuania it must be emphasized that social insurance is too much oriented to employed workers and can hardly encompass persons of different economic activity who can be left without any main social guarantees and their social security system is not sufficiently oriented to the person. Besides, current social security system is not efficient in seeking the main aim of the security – social integration of the family and restoring of independence. An overall monetary social security system should be created, the level of assets and incomes which would grant the right to monetary social security should be fixed; state allowances to be balanced with indirect support of the families by providing them necessary services; improvement of the system of state allowances to families and tax system. And during the processes of globalization and international integration and during the formation of information society, the significance of the training of human resources and the development of science and technologies is increasing; thus, it is necessary to orient the human resources towards the increasingly accelerating innovations and universal technological, social and economic transformations, devoting more attention to the formation of creative potentials.
