The principle of non-discrimination is one of the essential elements of human rights protection. The problem of racism and racial discrimination had a significant influence in creation of international human rights protection system in the United Nations. The most important international treaty regulating the prohibition of racial discrimination is The International Convention on the Elimination of all forms of Racial Discrimination. In this Convention, the term "racial discrimination" means any distinction, exclusion, restriction or preference based on race, colour, descent, or national or ethnic origin which has the purpose or effect of nullifying or impairing the recognition, enjoyment or exercise, on an equal footing, of human rights and fundamental freedoms in the political, economic, social, cultural or any other field of public life. The main aim of this work is to analyze the regulation and implementation of the principle of non-discrimination on the grounds of race in international law, comparing it with the related norms of regional law. Firstly, the main terms of race, racism, discrimination (direct and indirect), racial discrimination, their concept in international law, are considered. The analysis also includes the specifics of prohibition of racial discrimination in international and regional law. The main attention is being paid to legally binding international and regional documents. The study also considers situation in Lithuania, according to the reports of international institutions concerned. In order to ensure full understanding of the situation or racial discrimination in law and practice, the work of main international and regional institutions is being analyzed: institutions, their working methods and possible means of influence, practical influence and significance in fight against racial discrimination.
