Abstract

Cohesion Fund threw environmental conservation and transport infrastructure helps to diminish social and economic differences between our country and more developed European Union countries, also helps to preserve and achieve highest standards of environmental quality. Cohesion Fund was established in 1993, it is the main fund that helps to solve environmental conservation problems. Cohesion Fund is financing environmental conservation and transport infrastructure projects over 10 mln. EUR. Fund financing devoted to the countries with lover then 90 percent from EU average GDP. According to the Government of the Republic of Lithuania resolution No 1026 from August 24, 2001 „concerning Cohesion Fund administration structure in Lithuania“ governing structure is composed by: governing and payment institution (Ministry of Finance), intermediary institution (Ministry of Environment – environment conservation area), implementing institution (Environment projects governing agency / APVA - environment conservation area). Lithuania has set environmental priorities, which are being financed by Cohesion Fund. That covers water cleaning, air protection and waste control projects implementation. In present time are implemented / being implemented 10 water cleaning and 5 waste control projects; 5 water cleaning and 6 waste control projects are being prepared for implementation; 1 project application is submitted in order to obtain financial support from Cohesion Fund. Atmosphere conservation project's financing is postponed for later period. All Cohesion Fund finances devoted to 2004 – 2006 years projects implementation must be finished till the year of 2010. In order to implement current and future policy of environmental conservation it is important to higher the trainings of employees, that are responsible for Cohesion Fund strategy realization. Also Lithuanian people and non-governmental organizations must be more involved to participation of European Union financial support of environmental projects by using mass media, trainings, seminars etc...
