The magister’s scientific work The local community of the Self-government as an administrative legal value analyses the place of a community in a government of state from the point of view of an administrative law. The work consists of six parts: - The problems of the relationship between the local self-governmental communities and self-governmental institutions today; - The historical perspective of the local self-governmental community in Lithuania; - Rural and urban communities, their specific features and activities; - Decentralization of the power and participation of the citizens in the regulation of the public affairs; - Local self-governmental community and administrative law. Activities of the local self-governmental communities in defending violated rights and public interest. The court practice; - Local self-governmental community and deeds of law which regulates it’s participation in the local self-government. The first part presents actual problems of the self-government and the relationship between the local self-governmental communities and self-governmental institutions. In the second part the development of Lithuanian self-governmental communities is examined from a historical perspective of the Grand Duchy of Lithuania. In the third chapter the rural and urban communal features and peculiarities of modern Lithuania are analysed. The fourth part raises question about the decentralization of the power with respect to an activity of citizens and their participation in a management of the public affaires. The fifth section presents documentary research of the activities of Vilnius’s community, and in that context practical work of courts has been analysed. The sixth paragraph gives a picture of the most important deeds of the national law and of the European charter of the local self-government, linking the subject with the social work of the local self-governmental communities. There is an influence of these institutions over local communities and their public activities explored.
