Projektų valdymas, įgyvendinant strateginius organizacijos tikslus: Visagino miesto savivaldybės atvejis

Per pastaruosius kelis dešimtmečius vienu iš didesniu susidomėjimą sukėlusių mokslinių tyrinėjimų objektu tapo projektas. Tai parodo padidėjęs skaičius atliktų studijų ir naujų mokslinių šaltinių, susijusių su projektais bei jų valdymu. Užtikrindami palankias sąlygas projektų rengimui ir įgyvendinimui, galime būti tikri, jog ir strateginiai organizacijos tikslai bus pasiekti lengviau. Projektus pradėjus laikyti priemone, kuri gali pagerinti strateginį organizacijų valdymo procesą ir padėti įgyvendinti strateginius tikslus, vis daugiau organizacijų pradėjo taikyti projektinę veiklą. Ši tendencija matoma įvairiose privataus ir viešojo sektoriaus srityse. Nagrinėjama tema, kuri apima savivaldybės projektų valdymą, įgyvendinant institucijos strateginius tikslus, Lietuvos mokslininkų yra mažai tyrinėta. Todėl galima daryti prielaidą, kad projektų valdymas, kuris yra naudojamas kaip priemonė, padedanti įgyvendinti organizacijos strateginius tikslus turi būti išnagrinėtas išsamiau. Visagino miesto savivaldybės atvejo tyrime siekiama išsiaiškinti, kaip savivaldybėje yra vykdomas projektų valdymas, įgyvendinant strateginius institucijos tikslus. Projektų valdymas, įgyvendinant strateginius organizacijos tikslus: Visagino miesto savivaldybės atvejis – baigiamasis magistro darbas, kurio tikslas - išanalizavus teorinius projektų valdymo, įgyvendinant organizacijos strateginius tikslus aspektus, bei atlikus dokumentų analizę ir kokybinį tyrimą atskleisti kokia yra projektų valdymo situacija Visagino miesto savivaldybėje bei vykdomų projektų ir savivaldybės strateginių tikslų įgyvendinimo sąveiką. Darbe iškeliamos šios problemos - 1) Kas būdinga Visagino miesto savivaldybės strateginiam projektų valdymui? 2) Su kokiais sunkumais susiduria savivaldybės administracija valdant projektus? 3) Kokia yra projektų ir strateginių planavimo dokumentų sąveika? 4) Kokia yra savivaldybės strateginių tikslų įgyvendinimo ir projektų valdymo sąveiką Visagino savivaldybėje? Siekiant įgyvendinti tikslą ir rasti atsakymus į darbe iškeliamus probleminius klausimus, numatomi šie darbo uždaviniai: išanalizuoti projekto, projekto valdymo sampratas, projektų valdymo procesus ir projekto valdymo brandumo sampratą, teoriniu aspektu išnagrinėti projektų valdymo ir strateginių tikslų įgyvendinimo sąveiką, projektų valdymo vietą strateginiame valdyme, atlikus dokumentų analizę nustatyti kaip ir kokie dokumentai užtikrina Visagino miesto savivaldybės strateginių tikslų įgyvendinimą vykdant projektinę veiklą, ekspertų interviu metodu išsiaiškinti kas yra būdinga Visagino miesto savivaldybės vykdomų projektų valdymui bei nustatyti projektų valdymo ir savivaldybės strateginio tikslų įgyvendinimo sąveiką, numatyti projektų valdymo, įgyvendinant strateginius savivaldybės tikslus, tobulinimo galimybes. Darbe naudojami mokslinės literatūros analizės, dokumentų analizės, pusiau struktūruotas ekspertų interviu metodas, kokybinis turinio analizės metodas. Šiame magistro darbe prieita prie išvadų: savivaldybės vykdomi projektai gali būti tiesiogiai arba netiesiogiai numatomi strateginiuose dokumentuose, kaip priemonė įgyvendinti strateginius tikslus; savivaldybės projektinė veikla yra orientuota į savivaldybės strateginių tikslų įgyvendinimą; paaiškėjo, kad savivaldybės projektų valdymui, kaip ir strateginiam valdymui įtaką daro išorinė aplinka, kurią paveikia nacionalinė ir regioninė politika bei taip pat projektų valdymą prižiūrinčios institucijos; nustatyta, kad savivaldybės projektų valdymas gali būti suprastas dviem prasmėmis: kaip socialinis ir instrumentinis procesai; pastebėti šie savivaldybės projektų valdymo trūkumai: nacionalinės ir regioninės politikos nepastovumas, dėl kurio savivaldybė negali tiksliai numatyti, kokios turėtų būti prioritetinės savivaldybės strateginės kryptys ir kaip jos turėtų būti įgyvendinamos, nesusikalbėjimas tarp atskirų savivaldybės skyrių, bendradarbiavimo tarp jų nebuvimas, neigiamas jų požiūris į projektų valdymą ir kiti trūkumai. Darbas sudarytas iš trijų pagrindinių dalių, kuriuose siekiama įgyvendinti iškeltus darbo uždavinius. Pirmoje dalyje pateikiama projektų valdymo įgyvendinant strateginius institucijos tikslus teorinė analizė, antroje darbo dalyje aprašoma tyrimo metodologija, trečioje dalyje pateikta dokumentų ir atlikto empirinio tyrimo rezultatų analizė.

Over the last few decades the project has become one of the most interesting research objects. An increase in the number of studies and new sources of research related to projects and their management indicates this. By ensuring favorable conditions for project preparation and implementation, we can be sure that the strategic goals of the organization will be more easily achieved. Starting projects as a tool that can improve the strategic organization management process and contribute to the implementation of strategic goals, more and more organizations have begun implementing project activities. This tendency is seen in various fields of both private and public sectors. This topic, which involves the management of municipal projects, while implementing the institution's strategic goals, lacks research by Lithuanian scientists at the moment. Therefore, it can be assumed that project management, which is used as a tool to help implement the organization's strategic objectives, needs to be further elaborated. The case study of Visaginas City Municipality seeks to ascertain how the project management in the municipality is carried out in pursuit of the strategic goals of the institution. Project management in implementing of organization‘s strategic objectives: Visaginas Municipality case - the final master's thesis, the aim of which is to analyze the theoretical aspects of project management in implementing the strategic objectives of the organization, as well as document analysis and qualitative research to reveal what is the situation of project management in the Visaginas city municipality and ongoing projects and the implementation of the municipality's strategic goals. The work addresses these problems - 1) What is typical for Visaginas City Municipality Strategic Project Management? 2) What are the difficulties faced by the municipality administration in managing projects? 3) What is the interaction between projects and strategic planning documents? 4) What is the interaction between the implementation of the municipality's strategic goals and project management in Visaginas municipality? In order to achieve the goal and to find answers to the problematic issues raised at work, the following tasks of the work are planned: to analyze the project, project management concepts, project management processes and project management maturation concept, theoretically examine the interaction between project management and strategic goals, the place of project management in strategic management, after analyzing the documents to determine how and what documents ensure the implementation of the strategic objectives of the Visaginas City Municipality through the project activity, by expert interview method to find out what is typical for the management of the projects implemented by the Visaginas City Municipality and to determine the interaction between the implementation of project management and the strategic goals of the municipality, goals, opportunities for improvement. The paper uses scientific literature analysis, document analysis, semi-structured expert interview method, qualitative method of content analysis. This master's thesis concludes that municipal projects can be directly or indirectly provided in strategic documents as a means of implementing strategic goals; the project activity of the municipality is oriented towards the implementation of the municipality's strategic goals; it turned out that the management of municipal projects, as well as strategic management, is influenced by the external environment influenced by national and regional policies, as well as by institutions supervising project management; also, that municipality project management can be understood in two ways: as social and instrumental processes; The following weaknesses in the management of the municipal projects were noted: the volatility of the national and regional policy, which makes it impossible for the municipality to determine precisely what priority strategic areas of the municipality should be and how they should be implemented, the lack of communication between the separate departments of the municipality, the absence of cooperation between them, their negative attitude to the projects management and other shortcomings. The work consists of three main parts, which aim to accomplish the tasks assigned to the work. The first part presents theoretical analysis of project management in pursuit of strategic goals of the institution, the second part of the work describes the research methodology, the third part presents an analysis of the documents and the results of the empirical research carried out.
