Pastaruoju metu nuolat auganti terorizmo grėsmė, jos mastai ir tarptautinis pobūdis privertė pasaulio bendruomenę kurti tarptautinę terorizmo prevencijos ir kontrolės sistemą, kurios dalimi tapo ir Lietuva. Magistro baigiamajame darbe nagrinėjama Lietuvos teisėsaugos institucijų praktika ir patirtis terorizmo prevencijos ir kontrolės srityje. Magistro baigiamajame darbe keliama terorizmo sampratos problema. Pripažįstama, kad šiuo metu nėra visuotinai priimtos terorizmo sąvokos. Terorizmo samprata dažnai glaudžiai siejama su įvairiomis su terorizmu susijusiomis nusikalstamomis veikomis. Daroma išvada, kad terorizmas yra platesnė samprata ir turi būti suprantamas kaip socialinis reiškinys. Analizuojant terminus, naudojamus antiteroristinių priemonių apibūdinimui, pateikiamos terorizmo prevencijos ir terorizmo kontrolės sąvokos, atskleidžiamas jų santykis bei apibrėžiamos terorizmo prevencijos kryptys. Toliau gana detaliai pateikiama ir analizuojama terorizmo prevencijos ir kontrolės teisinė bazė. Pagrindinis dėmesys skiriamas Lietuvos valstybės ratifikuotoms tarptautinėms sutartims ir nacionaliniams teisės aktams. Konstatuojama, kad Lietuva yra prisiėmusi ir vykdo visus tarptautinius įsipareigojimus terorizmo prevencijos ir kontrolės srityje, tačiau terorizmo prevencijos ir kontrolės organizavimas dar nėra pakankamai nuoseklus ir sistemiškas.
The threat of terrorism constantly growing last years, its scales and the international character have forced world community to create the international system of prevention and the control of terrorism, the part of which is also Lithuania. Practice and experience of law enforcement bodies of Lithuania in the field of prevention and the control of terrorism is considered (examined) in this work. In the given work the problem of concept of terrorism rises. It is admitted, that the standard term of terrorism is not developed now. The concept of terrorism is frequently connected with different crimes with attributes of terrorist character. The conclusion is done, that the terrorism is a wider concept and should be considered as a social phenomenon. Analyzing terms which are used trying to characterize struggle against terrorism, authors develop terms of prevention of terrorism and the control of terrorism, open their interrelation and define directions of prevention of terrorism. The legal base of prevention and the control of terrorism is enough analyzed in details. The basic attention is given to the international contracts and national legal certificates, which are ratified by Lithuanian state. It by is ascertained, that Lithuania has undertaken and carried out the international obligations in the field of prevention and the control of terrorism. However, the organization of prevention and the control of terrorism is not still purposeful enough and system. In the given work the system of subjects of prevention and the control of terrorism is defined. Especially a lot of attention is given directly in to prevention and the control of terrorism to participating institutions - to police and other public services of national safety, their competence of this area is allocated. As well as practical problems which it is necessary to collide with struggle against terrorism are analyzed. Now a days overcoming of terrorism is one of strategic problems of Lithuania and other states of the world. In the last part of this work strategic directions in activity of police and other public services of national safety in the field of prevention and the control of terrorism are defined. Analyzing practice and experience of law enforcement bodies of Lithuania and other states in the field of struggle against terrorism, authors prove the necessity of acceptance for Lithuania a special antiterrorist law. As it is offered to change a present model of the co-ordination of struggle against terrorism and for this purpose to found the Coordination center of struggle against terrorism at the Government.
