“Natura 2000“ is a special network of protected areas of European Union. The objective of this network is to protect and conserve rear and natural habitats and species from their extinction. This ecological network was established according to two EU nature directives – Habitats Directive (92/43/EEC) and Birds Directive (79/409/EEC). Each EU member has to implement requirements of these Directives: create lists of protected habitats and species of European Commission, establish Special Areas of Conservation (SAC) and Special Protected Areas (SPA) and ensure sustainable conservation status for them. So far the establishment of “Natura 2000“ network in EU is still not finished, but a huge progress has been done. European Commission plans to finalize establishment of “Natura 2000” network until 2008 and prepare management and protection means for all important habitats and species of European Commission until 2010. The Republic of Lithuania by entering EU in 2004 has committed to establish “Natura 2000” network in Lithuania and ensure its conservation. National legislation is already amended by important EU legislation and lists of important EU habitats and species are already confirmed, moreover, most of SPAs, and so far, only proposed Sites of Community Importance are established.
