The direct participation of inhabitants is inseparable part of self-government activity. It is needed both for the community and for the government institutions in all the stages of making and actualizing decisions in order to ensure legitimacy and time determinations of those decisions. The objective of this work is to ascertain which types of direct participation of inhabitants are applied in different stages of decision-making and evaluate the influence of direct participation means in leading stages (the period up to decision affirmation) on the activity of Kazlų Rūda and Druskininkai municipalities as well as to designate the limitations and suggest the possible direction for development of inhabitants’ direct participation in self-government activity. In order to realize the objective of the analysis the following goals are emitted: • To submit means of inhabitants’ direct participation and its distribution in the activity of local municipalities; • To present foreign countries’ experience of inhabitants’ direct participation in the activity of local municipalities; • To evaluate means of inhabitants’ direct participation which are regulated by the Lithuanian law. • To accomplish a research of impact of applied means of inhabitants’ direct participation in a primary decision-making stages in Kazlų Rūda and Druskininkai municipalities; • To identify the limitation of realizing inhabitants’ direct participation and suggest possible solutions. Interviews with respondents, collection of the research materials and comparative and analytical generalization are used as method of data analysis. Qualitative differences of collected data are measured. The work consists of three main sections. In the first section both the means of inhabitants’ direct participation to the process of decision-making and its impact to public administration are scrutinized. In the second section the application of means of direct participation in the primary decision-making stage according to legal requirements and condition of Lithuania’s self-government is discussed. In the third section it is emitted the main problems of impact of inhabitants’ direct participation on the activity of local municipalities and possible solutions are suggested.
