Abstract

1. Master thesis “Development of Social Services ir Marijampole Municipality” analyses the partnership of public and private sector of social services and cooperation with non-governmental organizations. Paper also deals with features of planning and offering social services, as well as principles of setting the personal needs of social services and influence of the professionality to sector development. Social services are also reviewed in prospect, anticipating the increase of their quality, reffering to EU experience. 2. The development of social service is influenced by many factors, the main of which are the planning of social service, the exact definition of the needs of services, the professionality of social workers, the cooperation between state and non governmental organizations, the experience of EU countries. 3. The quality of social service is one of the main directions of extension of effectiveness of social service system. The main quality principles are the client at the center of attention, the right to information, the right to complain and apply for the needed persons and institutions, the accessibility, responsibility and transparency of the social service. 4. The research has shown that priority group in Marijampolė municipality are the children lost of parents’ patronage, orphans and disabled children, also old people lacking independency. 5. The improvement of development of social service depends on some factors: stimulation of activities of private service-makers, foreseeing the mechanism of privatization, the fixing of priority of kinds of service, appreciating financial expenses and searching for effectiveness of service; the optimising of the net of tutelary offices, appreciating regional planning of specified or multi-profiled services. 6. According respondents, the main reasons hampering the development of social service in Marijampolė municipality are non – sufficient financial resourses and imperfection of financiering methods of social service, also non – sufficient legislation base. 7. To achieve the development and expansion in Marijampole municipality it is needed: to pay more attention to jobless, disabled people, children lost of parents’ patronage, senior citizens, homeless people and living in the grip of poverty, as well as people which have problems with alcohol and drugs, and old people lacking independency.
