Abstract

SUMMARY The subject of master’s work is ” Problems of projects planning according Lithuania SPD 2004-2006 year, 2 priority 2.4 and 2.5 measures”. The point of research project is to reveal and to appreciate difficulties which resultant in planning period. The mains terms in this work is : Europe Union (EU); Structural Funds ( SF); Single Programming Document (SPD); European Social Funds( ESF), Human Resource Development ( HRD); Development of conditions for lifelong learning; Improvement of human resources quality in scientific research and innvations; There is investigate difficulties off projects planning in Lithuania and ability effective use of Structural funds. In this master’s work we describe what is Structural funds, definite the conception, purpose, principles. There are write up system of administrative in Lithuania and little bit more write up about Social Fund. Also there is under consideration the conception, purpose and demands of projects for organizer of EU projects. There to attract attention to analysis of result in 2 priority “Human resource development” 2.4 measure “Development of conditions for lifelong learning” and 2.5 “Improvement of human resources quality in scientific research and innvations” In practical part of this work we analyse the results for purpose to know the reasons, difficulties when is planning period. Information was showed, that organizers of EU projects to bristle with difficulties and the mains problems of them is enumerate at the conclusion of this work
