In order to develop a modern democratic state of the law it is necessary to ensure the protection of human rights and liberties, ensure proper conditions for implementation thereof. Functioning as the last stage of law enforcement, the enforcement process ensures a material restoration of the interests of the breached subjective rights and the rights protected by law. Full functioning of the legal system would not be ensured without an effective decision implementation system, the right to implementation of the decision would become inefficient and delusive. This determines the importance of the enforcement process - necessary element of each legal system. The present thesis discloses the variety of conceptions of the enforcement process, the meaning thereof, relations with the civil process and implementation of justice. In order to evaluate the influence of the reformed system of enforcement of rulings to the legal system of the Republic of Lithuania, by means of analysis of theoretical and practical aspects of the enforcement process the author discloses problematic issues, advantages and weaknesses of the reform of bailiff institutional system providing analysis of legal gaps and suggestions in order to avoid negative effects in the future. A short description of the situation of law enforcement process before bailiff reform provided in the present thesis proves that the changes in the field of enforcement were necessary. The mistakes were not avoided during implementation of bailiff reform, there are gaps left in the legal regulation. Although, the decision to liberalize the enforcement system that determined quite a lot of positive changes in the enforcement process reinforced legal system and made an important contribution ensuring efficient implementation of law enforcement.
