Master‘s final work analyze the influence of Information and communication technologies over communities and their activity in participation of political, social, economic and cultural life. Community is a group of people connected about common interests, activity aims or by common environment, i.e. community of emigrants. There are many social, economic and political problems of the development of ICT and their usefulness in public sphere. But these problems are not discussed clearly. Going from passive to genuine participation means making community active in participation. Genuine participation include communities to making decision, sharing information, disputing processes. Genuine participation accepts civic rights and freedoms and this is a democracy expression. E-Participation is a genuine participation placed on electronic platform. E-Participation include three types of application: e-Information, e-Consultation, e-Decision making. Every application needs different level of readiness, understanding and ability to manage information. United Nations every year takes a measurement for e-Participation index, which means the readiness for e-Participation of every country all around the world. To make communities active with using ICT, needs sustainable, clearly and concerted development of e-Participation. The implementation of e-Participation means the democratic, informative and transparency development of information society.
