Transparency in administration of European Union Structural funds in Lithuania, just the same as in other European countries, grows to a vital importance, and has to be a high priority for the Lithuanian Government today. Unconformity of EU structural fund administration to EU law in Lithuania still leads to unclear administration policy of EU funds in the country. In 2007 Lithuania will have big opportunities to use EU structural funds to develop its economy and wealth. The principles of proportionality, consistency, transparency and accountability should be applied as well as the provision of information, advisory and training services should be improved in view of making the system of managing the EU structural funds more user-friendly and reducing its administrative burden. The empirical survey in some Lithuanian institutions was held. The aim was that by the help of the survey data there will be more initiative from the Lithuanians in order to develop the administration system of the EU structural funds, more cooperation between politics and citizens, and to build up principals of the right public administration system in the country. It emerged that in order to achieve absorption and effectiveness of the EU structural funds in Lithuania, greater attention should also be paid to the effective use of the information on EU structural funds. During the survey, it was hypothesized, that in Lithuania the EU fund administration system does not outright conform the EU law, rational distribution of resources during the programming stage is not fully developed, and there are still no clear factors at the level of EU fund implementation. After the survey, the hypothesis proved out.
