Human rights are related to obligations. A child has to develop his liabilities related to himself, other children and adults. Protection of child’s rights cannot become mere promotion of rights, whereas one person’s right equals to another person’s obligation. The administrative code provides the norms regulating not only personal liabilities of juveniles for administrative offence of law but also the liabilities of their parents or legal guardians (care-takers). Personal administrative liabilities applicable to juveniles do not correspond to their personal and social maturity. The liabilities of juveniles’ parents or legal guardians (care-takers) for juveniles’ administrative offence of law is not effective, therefore it is reasonable to provide for personal juveniles�� liabilities for all administrative offence of law committed by them. Current legislation does not clearly regulate the officers’ (institutions’) treatment of juveniles who have committed an administrative offence of law, who are eye witnesses or the ones who have suffered from such an offence. The above mentioned regulations are not detailed enough, therefore, in practice, officers who encounter specific cases of administrative offence of law related to juveniles have to face certain problems.
