Disable people - one of the most sentive community stratum. The aforementationed people had to be provided with the same rights as healthy community members. However, at the same time, these people require appropriate asistance. Disable people's situation in Lithuania is rather complicated. A number of disable people is about 7 percent of total population. For purpose of improvement of disable people's social condition, the disability system reform was introduced on 1st of July 2005. The aforementioned reform was conditioned by the following most reasons: high unemployment level, failures in institution's activity, improper procedure related to disability determination, non-regulated professional rehabilitation and other. In pursuance of disability system reform, was reorganized the institutions, which was responsible for disable people's social integration politic, modified procedure related to disability determination, regulated professional rehabilitation, modified old-fashioned disability conception, enacted some new law acts. The objectives set while fulfilling the reform in questions were not implemented on the whole. There are a lot of appropriate issues to be solved in order disable people would become really full-value members of our community/
