Public sector is not constant, this size always changes. Private sector much more began to support some services, wich were only the prerogative of public sector. The services of private public are more effective than services, wich provide public sector. The State power started some administrative reforms to avoid this situation. Following that it is difficult to determine wich part occupies public and private sectors. There are analysis of theoretical aspects of demarcation between public and private sectors. Selected specific criterions of demarcation : property form, resourse distribution, interaction way, control form. Theese criterions are under investigation of existence the problems. Helping theese criterions is making case study of Lithuania. Practical public sector demarcation of Lithuania are nalysing in that study. Analysis showed, that property form is one of the clearest criterion to separate theese sectors. Resourse distribution, interaction way, control form are typical similar to public and private sectors. There are considered forces, wich influenced the size of public sector in that thesis. The main of them are public politics inspirated administrative reforms ( such as decentralisation, privatisation) and the EU membership, there are created some institutions to approve the resourses of structurical fonds. Also there is attention to the sequel of events of public sector resize.
