Basic terms: criminality, prevention of criminality (crimes), measures for criminal prevention, subjects of implementation of criminal prevention measures. Criminality endangers not only a single person but also injures social, economic, legal development of entire state, deny fundamental social relations. Therefore every democratic-constitutional state should pay regular attention to effective measures in crimes control and prevention. First part of master thesis is based on analysis of concept, meaning and basic types of criminal prevention. The legal base of criminal prevention and control are also discussed in the master thesis. Second part of the work covers the system of criminal prevention, which consists of preventive measures and subjects that implement these preventive measures. At the end of the thesis there are presented practical examples from Lithuania and foreign countries where criminal prevention is implemented through fight against causes of certain crimes. Upon this basis there were presented conclusions what lessons could be learned from the experience of other countries. Criminality is a problem of differentiate society – outcome of internal or external contradictions in economic, politic, legal and other systems (subsystems). Criminal penalties prevent criminality only at a limited extend. Aim of criminal prevention – reduce criminality and rise security primarily through effective response to social reasons that feed criminality. Considering various natures of causes of crimes and skills needed for fight against them, in order to create effective system of criminal prevention there should be permanent cooperation between prevention subjects and this cooperation should be based on mutual partnership.
