The Seimas Ombudsmen of the Republic of Lithuania make a part of the international system of ombudsman institutions. The origin of this system, which is a constituent part of parliamentary democracy, was and is related to the need to defend human rights from unlawful or even criminal acts of officers of state government and municipal institutions in cases of abuse of office and bureaucracy. The Master’s thesis titled „The Role of the Seimas Ombudsmen when ensuring the right to good public administration” aims to analyse the specific features of the activity of the Seimas Ombudsmen and its importance when ensuring and improving the right to good public administration. This thesis analyses: 1. Legal documents regulating the citizen’s rights to good public administration. 2. Particularity and efficiency of the Seimas Ombudsmen’s practice. 3. The main similarities and differences between the judicial and extrajudicial means protecting citizen’s rights to good public administration. 4. Wrong public administration cases of the Seimas Ombudsmen practice, as well as the role of the Seimas Ombudsmen when ensuring the right to good public administration. Aiming to reveal as many aspects of the topic as possible, I thoroughly investigated the Seimas Ombudsmen’s annual reports, information bulletins and materials of European ombudsmen’s conferences and refered to the experience of activity of ombudsman institutions in the member states of the European Union and the European Ombudsman. Having summarized the gathered material, the hypothesis proved to be correct that the Seimas Ombudsmen of the Republic of Lithuania has played a substantial role when ensuring the right to good public administration. Activities of the Seimas Ombudsmen are of dual manner. On the one hand, the Seimas Ombudsmen perform control of claims regarding improper administration and having established violations, recommend the remedy. On the other hand, the Seimas Ombudsmen can be seen as a source of information, who can help the institutions and organizations to improve their administration procedures by pointing out things that have to be amended. In to summarize any case, the aim of the Seimas Ombudsmen is to improve the quality of services provided to people.
