The objective of the work is to research the possibilities of the youth to participate actively in e.democracy processes using resources of the e.government’s services in the administration of projects for the youth. The object of the work’s research is social relations related to the expressions of the e.democracy among the youth. The two-stage quantitative and qualitative empirical research has been realized in the work. E.democracy projects for the youth presented in internet sites of international organizations, non-governmental organizations and governmental institutions of the Republic of Lithuania have been analyzed. In the first part of the work the term and theoretical conceptions of the e.democracy; ongoing and influenced by ICT changes in democratic processes; types and particularities of e.government���s services directed to the youth; the legal basis regulating e.democracy projects for the youth are described. After thorough analysis of international laws and laws of the Republic of Lithuania preferences concerning the youth policy have been established. Documents of the European Union are distinguishable by the particular financing planning, implementation requirements and accountability for the execution of projects for the youth. During the quantitative research distribution of project by number, level of transfer to internet and problematic field was established. Qualitative research resulted in the establishment of the accessibility, informativeness and attraction of the e.democracy projects analyzed. Tendencies of e.democracy projects in Lithuanian and international internet sites have been defined using comparative analysis methods. Some regularities have been discovered during the analysis of the research results: civic-educational projects dominate the analyzed projects; distinct scissors-like disproportion of the distribution of the e.democracy project’s levels between Lithuanian internet sites and internet sites of the international organizations - the 1st level service transfer to internet projects dominate in the Lithuanian internet sites, while in the international sites dominate the 3rd level e.democracy projects; e.democracy projects in the internet sites of the Lithuanian governmental institutions, opposite to international, are presented unattractively and formally, poor information content, complicated accessibility. Meanwhile, even 1st level e.democracy projects for the youth presented by the international organizations are informative, attractive, improving motivation for the youth to participate in democratic processes. In creation and administration of the e.democracy projects for the youth Lithuanian governmental institutions must consider needs, problems and preferences of the youth as a specific part of the society and follow the best world practice. On purpose to heighten the popularity of the e.democracy projects for the youth and to raise the cultivation of the participation, learning and self-expression skills in the e.democracy projects for the youth creation process the technique of interactive educational and civic games, which are attractive, effective, help to assimilate and form cooperation and participation skills, should be applied.
