Magistro baigiamajame darbe vertinamas Europos Sąjungos struktūrinių fondų valdymo ir kontrolės sistemos efektyvumas Baltijos šalių vandentvarkos projektų įgyvendinimo kontekste. Darbe analizuojama, kaip 2014–2020 m. Sanglaudos fondo lėšomis finansuotų vandentvarkos projektų įgyvendinimo trukmė, finansiniai parametrai, Lietuvos projektų planuotų ir pasiektų rodiklių santykis bei ekspertų vertinimai atskleidžia valdymo ir kontrolės sistemos veikimą praktikoje. Teorinėje darbo dalyje nagrinėjama ES struktūrinių fondų valdymo ir kontrolės sistemos samprata, efektyvumo vertinimo prielaidos, viešųjų investicijų valdymo, administracinių gebėjimų, stebėsenos ir rezultatų kokybės aspektai. Metodologinėje dalyje pagrindžiamas mišrių metodų tyrimo dizainas, tyrimo modelis, hipotezės, duomenų šaltiniai ir analizės metodai. Empirinėje dalyje atlikta Lietuvos, Latvijos ir Estijos vandentvarkos projektų kiekybinė analizė, Lietuvos projektų planuotų ir pasiektų rodiklių analizė bei ekspertinis valdymo procesų kokybės vertinimas. Tyrimo rezultatai parodė, kad ES struktūrinių fondų valdymo ir kontrolės sistemos efektyvumas vandentvarkos projektų kontekste negali būti vertinamas vien pagal lėšų panaudojimą ar projektų įgyvendinimo trukmę. Jį lemia finansinių, laiko, procesų valdymo ir rezultatų kokybės dimensijų sąveika. Projektų įgyvendinimo skirtumus padeda paaiškinti planavimo aiškumas, viešųjų pirkimų eiga, sprendimų priėmimo greitis, institucijų kompetencijos, stebėsenos duomenų kokybė ir rodiklių tinkamumas pasiektiems rezultatams įvertinti. Remiantis tyrimo rezultatais, darbe pateikiamos rekomendacijos dėl ankstyvo projektų įgyvendinimo rizikų nustatymo, rodiklių planavimo ir aprašymo gerinimo, projektų lygmens duomenų standartizavimo, praktinės pagalbos projektų vykdytojams stiprinimo ir valdymo procesų paprastinimo. Darbą sudaro įvadas, trys skyriai, išvados, rekomendacijos, literatūros šaltinių sąrašas ir priedai.
This Master’s thesis evaluates the effectiveness of the management and control system of the European Union Structural Funds in the context of the implementation of water management projects in the Baltic States. The thesis analyses how the duration of water management projects financed by the Cohesion Fund in 2014–2020, their financial parameters, the ratio between planned and achieved indicators in Lithuanian projects, and expert assessments reveal the functioning of the management and control system in practice. The theoretical part of the thesis examines the concept of the EU Structural Funds management and control system, the assumptions for evaluating effectiveness, and the aspects of public investment management, administrative capacity, monitoring, and the quality of results. The methodological part substantiates the mixed-methods research design, research model, hypotheses, data sources, and methods of analysis. The empirical part presents a quantitative analysis of water management projects in Lithuania, Latvia, and Estonia, an analysis of planned and achieved indicators in Lithuanian projects, and an expert assessment of the quality of management processes. The research results showed that the effectiveness of the EU Structural Funds management and control system in the context of water management projects cannot be assessed solely on the basis of fund absorption or project implementation duration. It is determined by the interaction of financial, time- related, process management, and result quality dimensions. Differences in project implementation can be explained by the clarity of planning, the course of public procurement, the speed of decision-making, institutional competences, the quality of monitoring data, and the suitability of indicators for assessing achieved results. Based on the research results, the thesis provides recommendations on the early identification of project implementation risks, improvement of indicator planning and descriptions, standardisation of project-level data, strengthening of practical support for project promoters, and simplification of management processes. The thesis consists of an introduction, three chapters, conclusions, recommendations, a list of references, and appendices.
