Stebėsenos rodiklių veiksmingumo vertinimo kriterijai 2021–2027 m. laikotarpio Europos Sąjungos fondų projektuose

Magistro baigiamajame darbe išanalizuoti rodiklių taikymo iššūkiai 2021–2027 m. laikotarpio Europos Sąjungos fondų projektuose bei rodiklių veiksmingumo vertinimo kriterijai. Atliktas empirinis tyrimas padėjo įvertinti, kokiu mastu Lietuvoje taikomi ES fondų projektų stebėsenos rodikliai atitinka ekspertų pasirinktus vertinimo kriterijus. Pirmoje darbo dalyje išanalizuotos rodiklių nustatymo, interpretavimo, klasifikavimo, praktinio taikymo problemos ES fondų projektų valdyme, rodiklių klasifikavimo ribotumai bei jų praktinio taikymo specifika, aptartas rodiklių vaidmuo projektų valdymo etapuose bei nagrinėtas skaitmeninimo procesų poveikis rodiklių taikymui. Antroje darbo dalyje nagrinėtas vertinimo kriterijų taikymo poveikis rodiklių kokybei bei S.M.A.R.T., RACER, SPICED ir CREAM modelių taikymo privalumai ir atlikta jų ribotumų analizė. Trečioje darbo dalyje pagrindžiama empirinio tyrimo metodologija: tyrimo eiga, duomenų rinkimo būdai, vertinimo skalės ir analizės metodai. Ketvirtoje darbo dalyje aptarti ekspertinių interviu, pasirinktų vertinimo kriterijų, rodiklių vertinimo ir tyrėjo bei ekspertų vertinimų palyginimo rezultatai. Remiantis darbo rezultatais, pateiktos išvados ir rekomendacijos dėl rodiklių pavadinimų, aprašymų, matavimo taisyklių, duomenų šaltinių ir vienodesnio jų taikymo ES fondų projektuose.
The Master’s thesis analyses the challenges related to the application of indicators in European Union funds projects for the 2021–2027 period and the criteria for assessing the effectiveness of indicators. The empirical research helped to assess the extent to which monitoring indicators used in EU funds projects in Lithuania comply with the assessment criteria selected by the experts. The first part of the thesis analyses problems related to the setting, interpretation, classification and practical application of indicators in the management of EU funds projects. It also examines the limitations of indicator classification and the specifics of their practical application, discusses the role of indicators at different stages of project management, and analyses the impact of digitalisation processes on the use of indicators. The second part examines the impact of assessment criteria on the quality of indicators and analyses the advantages and limitations of applying the S.M.A.R.T., RACER, SPICED and CREAM models. The third part substantiates the empirical research methodology: the research process, data collection methods, assessment scales and methods of analysis. The fourth part discusses the results of expert interviews, the selected assessment criteria, indicator assessment, and the comparison between the researcher’s and experts’ assessments. Based on the results of the thesis, conclusions and recommendations are provided on improving indicator titles, descriptions, measurement rules, data sources and more consistent application of indicators in EU funds projects.
