Šio baigiamojo darbo tikslas yra išanalizuoti socialinių paslaugų administravimą Panevėžio rajono savivaldybėje. Jį įgyvendinant pirmoje baigiamojo darbo dalyje nagrinėjami teoriniai socialinių paslaugų aspektai, atskleidžiant socialinių paslaugų apibrėžimą, klasifikavimą, paskirtį, paslaugų kokybės, veiksmingumo kriterijus. Antroje darbo dalyje analizuojami socialinių paslaugų administravimo ypatumai ir problematika, atskleidžiant socialinių paslaugų administravimą reglamentuojančią teisinę bazę, problemas, susijusias su socialinių paslaugų administravimu ir teikimu. Trečioje baigiamojo darbo dalyje pristatoma Panevėžio rajono savivaldybės socialinių paslaugų administravimo tyrimo metodologija, o ketvirtoje – atlikto tyrimo rezultatai. Pristatant tyrimo rezultatus pateikiami socialinių paslaugų administravimo Panevėžio rajono savivaldybėje ypatumai: situacijos analizė, teikiamos paslaugos, jų administravimas bei atskirai pateikiami Panevėžio rajono savivaldybėje paslaugas administruojančių ir teikiančių darbuotojų interviu bei paslaugų gavėjų nuomonės rezultatai.
The purpose of this thesis is to analyze the administration of social services in Panevėžys district municipality. In implementing it, the first part of the thesis examines the theoretical aspects of social services, revealing the definition, classification, purpose, service quality, and efficiency criteria. The second part of the thesis analyzes the features and problems of social services administration, revealing the legal framework regulating the administration of social services, problems related to the administration and provision of social services. The third part of the thesis presents the methodology for the study of social services administration in Panevėžys district municipality, and the fourth part presents the results of the study. When presenting the results of the study, the features of social services administration in Panevėžys district municipality are presented: situation analysis, services provided, their administration, and separately the results of interviews with employees administering and providing services in Panevėžys district municipality and the opinions of service recipients.
