Magistro baigiamajame darbe analizuojami ir vertinami Lietuvos ir Estijos vietos savivaldos sistemų (elementų) panašumai ir skirtumai, išskiriama geroji patirtis. Pirmoje darbo dalyje, pateikiama teorinė mokslinės literatūros analizė apie decentralizacijos esmę ir sampratą. Aptariama vietos savivaldos sistema decentralizuotoje ir dekoncentruotoje viešojo valdymo struktūroje ir pateikiama vietos savivaldos, vietos savivaldybės ir jos sistemos elementų samprata. Antroje dalyje pateikiama tyrimo metodologija, kokybinio tyrimo aprašomoji dalis. Trečioje, analitinėje darbo dalyje, taikant lyginamosios analizės metodą atliekama Lietuvos ir Estijos vietos savivaldos sistemų (elementų) lyginamoji analizė, pateikiami struktūrizuoto interviu metodo rezultatai, pateikiamos išvados ir pasiūlymai.

The master's final thesis analyzes and evaluates the similarities and differences of the local self- government systems (elements) of Lithuania and Estonia, highlights good experiences. The first part of the work presents a theoretical analysis of scientific literature on the essence and concept of decentralization. It discusses the system of local self-government system in a decentralized and deconcentrated public management structure, and the concept of local self-government system, local municipality and its system elements is presented. The second part presents the research methodology, the descriptive part of the qualitative research. In the third, analytical part of the work, a comparative analysis of Lithuanian and Estonian local self-government systems (elements) is performed using the comparative analysis method, the results of the structured interview method,conclusions and suggestions are presented.
