Darbo tema - Lietuvos švietimo tarptautinimo politikos įtaka bendrojo ugdymo kokybei. Darbo aktualumas kyla iš augančio švietimo tarptautinimo vaidmens Europos Sąjungos ir Lietuvos švietimo politikoje bei siekio gerinti bendrojo ugdymo kokybę stiprinant ir plečiant pedagogų kompetencijas, skatinant tarptautinį bendradarbiavimą ir inovatyvių, pažangių ugdymo metodų taikymą. Švietimo tarptautinimo veiklos švietimo politikoje dažnai siejamos su ugdymo kokybės gerinimu, tačiau išlieka neaišku, kokį realų poveikį jos daro pedagogų kvalifikacijos tobulėjimui ir bendrojo ugdymo kokybei. Tyrimo problema - nepakankamai aiškus, moksliniais tyrimais nepagrįstas ryšys tarp bendrojo ugdymo įstaigų dalyvavimo švietimo tarptautinimo veiklose, pedagogų kompetencijų tobulėjimo ir bendrojo ugdymo kokybės rodiklių. Tyrimo objektas – Lietuvos švietimo tarptautinimo politika bendrojo ugdymo srityje, pedagogų kvalifikacijos tobulinimas ir kompetencijų plėtra dalyvaujant tarptautiniuose projektuose bei to poveikis bendrojo ugdymo kokybei. Tyrimo tikslas – išanalizuoti Lietuvos švietimo tarptautinimo politikos, formuojamos ES kontekste ir įgyvendinamos bendrojo ugdymo srityje, poveikį pedagogų kvalifikacijos tobulėjimui bei ugdymo kokybei. Tyrime taikyti metodai: mokslinės literatūros analizė, tarptautinių ir nacionalinių dokumentų analizė, antrinių duomenų analizė ir pusiau struktūruotas interviu. Statistiniai duomenys analizuoti remiantis „Erasmus+“, eTwinning ir Nordplus programų 2024 – 2025 m. veiklos ataskaitose pateiktais duomenimis. Kokybiniame tyrime dalyvavo 6 informantai: bendrojo ugdymo įstaigų vadovai, pedagogai ir švietimo tarptautinimo programas administruojančios institucijos specialistas, interviu duomenys analizuoti taikant kokybinę turinio analizę. Tyrimo rezultatai parodė, kad Lietuvos bendrojo ugdymo įstaigų dalyvavimo švietimo tarptautinimo veiklose apimtys didėja, ypač „Erasmus+“ programos lėšomis finansuojamų veiklų. Nustatyta, kad dalyvavimas tarptautinėse veiklose prisideda prie pedagogų profesinio tobulėjimo, skaitmeninių, komunikavimo, tarpkultūrinių, kalbinių kompetencijų stiprinimo, inovatyvesnių, pažangesnių ugdymo metodų taikymo, įtraukaus, integruoto, projektinio mokymo plėtojimo bei augančios mokinių motyvacijos ir aktyvesnio įsitraukimo į ugdymo procesą. Tyrimo metu taip pat nustatyta, kad bendrojo ugdymo įstaigų dalyvavimas švietimo tarptautinimo veiklose ugdymo kokybę dažniausiai veikia netiesiogiai, bet per pedagogų kompetencijų tobulėjimą, ugdymo proceso pokyčius, bendradarbiavimo kultūros stiprėjimą ir mokyklos mikroklimato kaitą.
The title of the thesis is The Impact of Lithuanian Education Internationalisation Policy on the Quality of General Education. The relevance of the study arises from the growing role of education internationalisation in the educational policy of the European Union and Lithuania, as well as from the aim to improve the quality of general education by strengthening and expanding teachers’ competences, promoting international cooperation, and applying innovative and advanced teaching methods. In educational policy, education internationalisation activities are often associated with improving the quality of education; however, their actual impact on teachers’ professional development and the quality of general education remains unclear. The research problem is the insufficiently clear and scientifically unsubstantiated relationship between the participation of general education institutions in education internationalisation activities, the development of teachers’ competences, and indicators of general education quality. The object of the research is Lithuanian education internationalisation policy in the field of general education, teachers’ professional development and competence enhancement through participation in international projects, and the impact of these activities on the quality of general education. The aim of the research is to analyse the impact of Lithuanian education internationalisation policy, developed within the context of the European Union and implemented in the field of general education, on teachers’ professional development and the quality of education. The following research methods were applied: analysis of scientific literature, analysis of international and national documents, secondary data analysis, and semi-structured interviews. Statistical data were analysed based on the information presented in the 2024–2025 activity reports of the Erasmus+, eTwinning, and Nordplus programmes. Six informants participated in the qualitative study: heads of general education institutions, teachers, and a specialist from an institution administering education internationalisation programmes. Interview data were analysed using qualitative content analysis. The research results revealed that the scope of participation of Lithuanian general education institutions in education internationalisation activities is increasing, particularly in activities funded by the Erasmus+ programme. The study established that participation in international activities contributes to teachers’ professional development, strengthens digital, communication, intercultural, and language competences, promotes the application of more innovative and advanced teaching methods, and supports the development of inclusive, integrated, and project-based learning, as well as increasing students’ motivation and more active engagement in the educational process. The study also revealed that participation of general education institutions in education internationalisation activities most often affects the quality of education indirectly through teachers’ competence development, changes in the educational process, strengthening of the culture of collaboration, and changes in the school microclimate.
