Šiame magistro baigiamajame darbe analizuojamas Lietuvos agentūrų steigimas nacionalinio saugumo srityje per veikiančių agentūrų (agentūra, biuras, centras, departamentas), kurios yra specialiojo statuso subjektai, patirtį. Išskiriami veiklos efektyvumą lemiantys veiksniai ir svarbios perspektyvos vertinant naujos agentūros veikiančios nacionalinio saugumo srityje steigimą. Pirmoje dalyje analizuojama NVV teorijos reikšmė decentralizuotam valdymui ir agentūrų reikšmė nacionalinio saugumo architektūroje, analizuojami trijų ES agentūrų saugumo srityje steigimo reglamentai ir parodomas jų pokytis. Antroje dalyje pagrindžiama pasirinkta tyrimo metodologija, aprašoma kaip bus atliekamas kokybinis tyrimas. Trečioje dalyje analizuojamos pasirinktos trys, agentūros sąvoką atitinkančios ir specialiojo statuso subjekto statusą turinčios, Lietuvos viešojo sektoriaus įstaigos – Išteklių agentūra prie LR VRM, Lietuvos kriminalinės policijos centras ir Bendrasis pagalbos centras. Mokslinio darbo pabaigoje pateikiamas tyrimo rezultatų apibendrinimas, išvados ir rekomendacijos.
This master's thesis analyzes the establishment of Lithuanian agencies in the field of national security through the experience of existing agencies (agency, bureau, center, department), which are entities with special status. The study identifies the key factors influencing operational effectiveness and highlights important considerations when assessing the establishment of a new agency in the field of national security. The first part examines the significance of New Public Management (NPM) theory for decentralized governance and the role of agencies within the national security architecture. It also analyzes the founding regulations of three EU security agencies and demonstrates their evolution. The second part justifies the chosen research methodology and describes how the qualitative research will be conducted. The third part analyzes three selected Lithuanian public sector institutions that meet the concept of an agency and have the status of a special status entity – Resource Agency under the Ministry of the Interior of the Republic of Lithuania, Lithuanian Criminal Police Bureau and Emergency Response Center. The thesis concludes with a summary of the research findings, as well as conclusions and recommendations.
