Magistro baigiamajame darbe analizuojami įtraukiojo ugdymo politikos organizavimo vadybiniai aspektai Plungės rajono savivaldybėje. Darbo aktualumą pagrindžia nuo 2024 m. rugsėjo 1 d. Įsigalioję Švietimo įstatymo pakeitimai, keliantys naujus vadybinius iššūkius savivaldos institucijoms užtikrindamos paslaugų prieinamumą kiekvienam vaikui. Pirmoje dalyje pateikiama teorinė viešojo valdymo ir įtraukties sąveikos analizė. Antroje dalyje aptariama tyrimo metodologija bei kokybinio tyrimo parametrai. Trečioje dalyje – remiantis dokumentų analize ir interviu rezultatais, identifikuojamas “atotrūkis” tarp strateginių savivaldybės planų ir realaus pagalbos prieinamumo. Darbo pabaigoje suformuotas vadybinis modelis, siūlantis taikyti sprendimus, kurie optimizuotų informacijos perdavimą ir bendruomenės išteklių įgalinimą. Taip sudarant sistemingą paslaugų valdymą orientuotą šeimą.
The master's thesis analyzes the managerial aspects of organizing inclusive education policy in the Plungė district municipality. The relevance of the work is justified by the amendments to the Law on Education that have entered into force on September 1, 2024, posing new managerial challenges for municipal institutions in ensuring the accessibility of services for every child. The first part presents a theoretical analysis of the interaction between public management and inclusion. The second part discusses the research methodology and the parameters of the qualitative research. In the third part, based on document analysis and interview results, the “gap” between the strategic plans of the municipality and the actual availability of assistance is identified. At the end of the work, a managerial model is proposed, offering solutions to optimize information transfer and the empowerment of community resources, thus creating a systematic family-oriented service management model.
