Bausmių vykdymo sistemos pareigūnų kompetencijų ugdymas

Darbo tema analizuojama atsižvelgiant į Lietuvos bausmių vykdymo sistemos pertvarką ir augantį poreikį kryptingai ugdyti statutinių pareigūnų kompetencijas. Aktualumą lemia tai, kad nuo 2023 m. veikianti Lietuvos kalėjimų tarnyba susiduria su žmogiškųjų išteklių trūkumu, fragmentišku kompetencijų ugdymo procesu ir nepakankamu mokymų rezultatų taikymu praktikoje. Darbe sprendžiama problema – netikslingas kompetencijų ugdymas neužtikrina efektyvios organizacijos veiklos ir darbuotojų lūkesčių patenkinimo. Darbo tikslas – atskleisti bausmių vykdymo sistemos pareigūnų kompetencijų ugdymo problematiką ir parengti kompetencijų ugdymo modelį Lietuvos kalėjimų tarnybai. Uždaviniai apima kompetencijų sampratos analizę, LKT situacijos įvertinimą, empirinį tyrimą ir modelio parengimą. Tyrime taikyti metodai: mokslinės literatūros analizė, dokumentų analizė, pusiau struktūruotas interviu su LKT personalo skyriaus patarėju, anketinė apklausa (N=140) bei aprašomoji statistika. Tyrimo rezultatai atskleidė, kad pareigūnai mokymuose įgytas žinias taiko nenuosekliai, mokymų turinys dažnai neatitinka realių veiklos poreikių, o kompetencijų ugdymo rezultatų vertinimas organizacijoje beveik nevykdomas. Identifikuotas ir informacijos apie ugdymo galimybes trūkumas bei ribotas motyvacinis skatinimas. Remiantis tyrimo duomenimis, parengtas kompetencijų ugdymo modelis, orientuotas į sistemingą poreikių analizę, mokymų turinio pritaikymą pareigūnų funkcijoms, grįžtamojo ryšio mechanizmų stiprinimą ir rezultatų vertinimą. Modelis siekia didinti organizacijos veiklos efektyvumą ir darbuotojų pasitenkinimą. Darbo struktūrą sudaro trys dalys: teorinė kompetencijų ugdymo analizė, LKT situacijos apžvalga ir empirinio tyrimo rezultatai bei modelio pristatymas.
The thesis examines the development of competencies of prison system officers in the context of the recent reform of the Lithuanian Prison Service. The relevance of the topic is determined by the ongoing restructuring of the system, the shortage of qualified personnel, and the fragmented application of competence development practices. The core problem addressed in the thesis is that insufficiently targeted competence development does not ensure effective organizational performance nor meet employee expectations. The aim of the thesis is to reveal the main issues related to competence development in the Lithuanian Prison Service and to design a competence development model. The objectives include analysing the concept of competencies, identifying the specifics of competence development in the prison system, conducting empirical research, and preparing a model tailored to organizational needs. The research employed literature and document analysis, a semi-structured interview with a Human Resources advisor of the Lithuanian Prison Service, a survey of junior officers (N=140), and descriptive statistics. The findings show that officers apply the knowledge gained during training inconsistently, training content often does not correspond to real work needs, and the evaluation of competence development outcomes is rarely conducted. Limited access to information about training opportunities and insufficient motivational incentives were also identified. Based on the results, a competence development model was created, emphasizing systematic needs assessment, alignment of training content with job functions, strengthened feedback mechanisms, and evaluation of training outcomes. The model aims to enhance organizational effectiveness and employee satisfaction. The thesis consists of three parts: theoretical analysis, organizational context of the Lithuanian Prison Service, and empirical research with the proposed model.
