In this work are analysed the problems of administrative responsibility, arising when the norms of different branches of law are realised. The institution of administrative responsibility interpreted like a measure of State compulsion, which helps to achieve its purposes. Therefore a notice is taken of the conception of administrative responsibility, its purposes and principles in democratic State of Law. Trying to find out these questions, categories of cases heard by Lithuanian courts, especially Constitucional Court, are analysed. The relation between the administrative responsibility and criminal responsibility remains a problematic issue, because they are urgent defending the values of different branches of law. The application of administrative and criminal sanctions has especially distinctive features, because they have its own destination and different dimension of human rights restriction. Trying to establish the mission of administrative responsibility, its purposes in each branch of law are analysed, discussed the various problems, arising from the specific relations of law, and some kind of administrative offences and their juridical structure are reviewed.
