PUBLIC SERVICE AND SERVICE ETHICS The main notions: ethics, public service, public servants, public service ethics, ethics code. Ethics in public service cannot be taken for granted. It needs to be reviewed and assessed, and guidelines for the future need to be set. We analyzed various issues of government ethics. Relationships of individual public servants with laws, rules and widely accepted norms of behavior were considered. Laws should not be the only minimum standards. The research work disclosed sertain negativ tendencies of public service ethics and revealed situations thet need urgent attention. It point to the existing wede gap between the ideal public servant and the reality on the ground. Lithuania has lows which define ethical principles for public servants, prohibit the conflict of interest etc. Laws without their effective implementation are worthless. Professional code of ethics for public servants, ethical education and training could help to create ethical climate.
