Systematization of normative legal acts is an important topic because of the rapid growth of new technology. The main goal of this thesis is to describe and identify the effectiveness of the systematization of normative legal acts in Lithuania. More attention is paid to the practice of systematization of environmental protection normative acts. The thesis has six chapters. Two chapters are divided into sections. The first four chapters summarize theoretic types and the fundamentals of systematization of normative legal acts. Also the chapters generalize the theoretical types of systematization of the normative legal acts not only according to the knowledge of Lithuanian experts, but also to experts of foreign law theory. The thesis addresses three types of systematization of normative acts which are described in all textbooks of law theory – incorporation, consolidation, codification. In addition to these three types there is also a forth controversial type of systematization of normative legal acts – accounting. There is an ambiguous assessment of this systematization type according to different authors. It was also necessary to research the legal base of the Republic of Lithuania. There exist regulations for systematization of normative legal acts through incorporation. We can find that there are official and non-official incorporations in Lithuania. The comparison and summation method was used in the theoretical part of the thesis. The second part of the work, which contains two chapters, is practical. This thesis also looks at a type of systematization of normative legal acts not widely discussed in legal theory literature that is, the electronic type. Answers were also found in the opinion of officers implementing environmental protection control about the official set of normative legal acts called “Environment”. An interview was conducted with regional environmental protection department officers who are involved in environmental protection control. The questionnaire evaluated the opinion of the officers regarding the usage and requirement of the set. In the practical part of the work empirical questionnaire research method was used. In conclusion, this thesis emphasizes the importance and effectiveness of the systematization of the normative legal acts in Lithuania. The analysis of the theoretical types of systematization of normative legal acts concludes that the main goals of systematization are comprehensiveness of information, reliability of information, and finally, fast and qualitative navigation. The results prove that while it is important to recognize old habits, it is also important to include the electronic type in the systematization of normative legal acts. However, it may be too early for Lithuania to use the electronic type exclusively. Eventually priority will be given to the electronic systematization of normative legal acts in the future.
