This article examines the competencies of local authorities and how they are being applied in education arena, with reference to prevailing laws and the planning documents that a local authority must adhere to. The paper explores the major problems they confront while managing education in their jurisdictions. The article concludes that input from parents and the wider public is needed if the New Public Management principles are to be successfully implemented.
