in the regions. The article emphasizes the aspects of intellectual potential in Lithuania. It is important to the management of socio- cultural sphere to explicate the mission; also important are essential strategic criteria of the period. Aiming to reveal what role during this period has multifunctional cultural centres in meeting the socio- cultural needs of the community, in developing intellectual capital and creating a positive socio- cultural space, interaction of socio- cultural institutions with the community was investigated in several Lithuanian regions (Elektrėnai district). The conclusions state that it is essential to form strategies of socio- cultural work that are people- oriented. One of the conditions of changing the situation in the regions is to reinforce social cohesion. The attention should be paid to one of the most important areas – the development of human resources and investment in people. Community is one of the most important environments of social life autonomy, cooperation, cooperation of social subjects, creativity, ingenuity, the development of valuable thinking. In this study we tried to diagnose and indicate the possibilities of developing intellectual capital in the regional town meeting and developing socio- cultural needs of the community. Significant community‘ s socio- cultural activity can help creating a united, expedient system of cooperation and partnership which would give a sense to the activity and would be justified by higher values. The movement to identify and promote the values shared by societies around the world is relatively new. It is only in recent years as globalization extended its reach to even remote corners of the earth that the need to refocus and build upon what we as a human society have in common, has become apparent.
