The purpose of this article is to present the concept of citizen‘s technologies and to illustrate the case of their application by analyzing internet communication by members of the Lithuanian Seimas. The article presents original concept of citizen’s technologies: the concept is approached as a specific area of expression of the citizen’s technologies, also the importance of new media in expressing the transformation of social and economic relations (considering both - political and civil aspects) in the global era is highlighted. Citizen’s technologies define the peculiarities and forms of communication organization of the public policy and citizenry relations by the use of information and communication technologies (ICTs). Within this article the communication approach serves as the methodological basis. Citizen’s technologies are seen as a communicative means of organization and development of the citizen and political relations in the global technological environments. According to the methodological approach, not only do citizen’s technologies express the ever increasing degree of complexity in the knowledge society, but they also comprise instrumental decisions which in the broad sense can be interpreted as increase in interaction. Based on the communicative view of citizen’s technologies, new methodological approach to civil maturity and e. democracy assessment criteria is introduced. As a case of citizen’s technologies analysis, the Lithuanian Seimas members’ communication effectiveness with citizens in the context of Lithuanian e. democracy was assessed.
