Rozwój akademickich programów kierunku administracji publicznej na Litwie w kontekście modernizacji administracji publicznej

Contemporary structures of public administration are not small because the globalization expands constantly. It acts in the perpetually changing environment, and therefore public administration must resolve especially complex questions in a flexible way. The apparatus of public sector and its functions for states in a modernizing process become more and more complex, and requirements are growing steadily for the regularity of public service. The question of civil servants' qualifications (their competences, abilities and values which should enable them to perform their tasks in changing, global environment) is discussed in this article. Thus some basic models of public administration, their reflections into public administration officials' training programs in Lithuania and perspectives for integration into the system of public service are analyzed.
