The article covers theoretical and practical application of mostly used approaches in Lithuanian external quality assessment of studies in the context of education paradigm’s: classical and humanistic liberal education. Comparative analysis of Lithuanian and West European external quality assessment of studies based on quality objectives and extrenal assessor (experts, their appointment and activities) revealed the differencies of external quality assessment of studies. The analysis, based on the object of assessment, performance indictors and assessment procedures, pointed out the similarities of the systems. It is evident from the article that the dominant attitude in Lithuanian external quality assessment remains the traditional one – evaluate with the purpose to control while the Western practice is based on the principles of assessment which enhance continuous quality development by providing professional and methodological support. When analyzing the external quality assessment of studies it has been identified that Lithuanian assessment system has been developed on the basis of classical education paradigm. There are evident indications of liberal education paradigm in the recent processes of modernization of education in the country. Yet, the pace of change is slow when benchmarking with global education challenges and European strategic development policy documents and institutional practice.
