This research study is devoted to the analysis of possibilities to compose e-services in automatic or semi-automatic way for the decision support purposes in analysing of data warehouses of water management sector. An approach describes the development of interoperable integration of different databases distributed by different responsibilities of institutions available to work into the unified coherent framework for solving the environment protection problems by web portal. We analyse possibilities to compose e-services for the construction of some queries automatically in the interoperable working data warehouses by using some tools as XML, XHTML and SOAP. The methodology is based on multilayered architecture of multi–componential and interoperable structure of databases which are at the different responsibilities of different public administration institutions. The infrastructure of European Environment Information and Observation Network (EIONET) is developed to support and improve data flows between the components of the Water Resource Management Information System (WRMIS). WRMIS became the kernel component of DSS. The research investigations are made according to the requirements of the European Union (EU) Water Framework Directive, Sustainable development Directives. We use the EIONET as the ReportNet infrastructure.
