The ankle presents the concept of strategic changes in public sector institutions, which is closely related to institutional development as qualitative shift. It reveals the nature of adapting development of public sector institutions and their power, which allows them to influence the environment. Due to organizational crises, development in public sector institutions is not consistent Crises in the stages of creation and management are not common; however, in the stages of decentralization, coordination, and cooperation, crises of control, bureaucracy, and "organizational weariness" can appear. Treating development of institutions as a process of continuous and constant declines and renovations is very negotiable as well as is their development in "quantum jumps".
