The Concept contains a study of the legislative framework in force in Lithuania in order to investigate the opportunities to move the recording of enforcement actions carried out by bailiffs into the electronic environment. After analysing the legal regulation in place in the Republic of Lithuania and the European Union, and reviewing the experience of foreign states, the Concept suggests a set of legislative and organisational measures that would allow the development of an effective system promoting the drawing up and communication (service) of documents in enforcement proceedings and of enforcement measures to parties of the proceedings and/or concerned parties by means of information technologies. It would enable to gradually minimise the use of hard copy documents in enforcement proceedings. The legal research has been carried out taking into consideration the Action Programme of the Government of the Republic of Lithuania for 2008 - 2012, in particular: - implementation of the concept of active debtor encouraging debtors to co operate with bailiffs; - introduction of electronic enforcement case files; - putting in place an electronic foreclosure sale system, thus ensuring that foreclosure sales are transparent and public; - establishment of the procedure for electronic service of documents.
