The main purpose was to legitimize the social partnership, i. e. the system of correlation of employee and employer representatives and their organizations, and in certain cases state institutions. The Labour Code of the Republic of Lithuania characterizes the concept, principles, parties, levels, forms, institutional system of the social partnership, as well as collective bargaining and collective agreements. Premises of the enforcement of coilective labour relationships may also be found in 1LO Conventions.The third stage (since 2003) started since the adoption of the Labour Code of the Republic of Lithuania thus establishing grounds for the social dialogue. The premise of the social dialogue was included in the Constitution, ILO Conventions No 87 and 98, as they provided for a possibility to establish social partners. Some special laws were adopted. This article also comprehensively analyzes the institutes of labour councils and European labour councils, their differences, activities of the Tripartite Council, the importance of "Social partnership programme for 2003 and 2004" and other similar issues.
