Straipsnyje nagrinėjama ikiteisminio tyrimo pareigūnų (tyrėjų) kvalifikacija ir kompetencija, kaip viena iš veiksmingo ikiteisminio tyrimo organizavimo prielaidų. Labai svarbu, kad tyrimą atliekantys pareigūnai (valstybės sienos apsaugos tarnybos (toliau VSAT), policijos, muitinės) ne tik būtų gerai pasirengę ir turėtų tinkamą kvalifikaciją, bet ir nuolat tobulintų savo žinias ir praktinius Įgūdžius. Teisėsaugos institucijų veiklos ataskaitose vis dažniau aptariama pareigūnų kompetencija ir kvalifikacija. Analizuojant prokuratūros veiklos ataskaitas matyti, kad sudėtingus ir didelės apimties cigarečių kontrabandos ikiteisminius tyrimus neretai atlieka žemos kvalifikacijos tyrėjai, kuriems trūksta teisinių žinių ir praktinių darbo įgūdžių. Ikiteisminio tyrimo pareigūnų darbo organizavimo, kompetencijos ir kvalifikacijos problemos yra labai svarbios n orint kokybiškai, išsamiai ir kvalifikuotai atlikti ikiteisminį tyrimą. Šie probleminiai klausimai tiesiogiai lemia ikiteisminio tyrimo pareigūno veiklos kokybę. Straipsnyje analizuojama ikiteisminio tyrimo pareigūnų kvalifikacijos ir kompetencijos reikšmė, profesinių žinių poreikis atliekant tyrimą cigarečių kontrabandos bylose, analizuojami veiksniai, lemiantys ikiteisminio tyrimo pareigūnų veiklą, ieškoma sprendimų pareigūnų profesiniams įgūdžiams tobulinti.
The article examines the ąualification and competence of pre-trial investigation officers (investigators) as one of the preconditions for the organisation of efficient pre-trial investigation. It is highly important for the officers (State Border Guard Service, police, customs), who conduct the investigation, not only to be well-prepared and to have the proper ąualification, būt also to improve their knowledge and practical skills on the continuous basis. The activity reports of law enforcement institutions often discuss the issues of competence and qualification of the officers. While analysing the activity reports of the Prosecutors Office, it can be seen that complex and voluminous pre-trial investigations of cigarette smuggling offences are often conducted by the investigators with low qualifications and lacking legal knowledge and practical skills. The problems of organisation of the work of pre-trial investigation officers, their competence and qualification are highly important in order to ensure a high-quality, comprehensive and qualified pre-trial investigation. These problematic issues directly influence the ąuality of the work performed by pre-trial investigation officers. The article analyses the importance of the ąualification and competence of pre-trial investigation officers and the need of professional lcnowledge during the investigation of cigarette smuggling cases, analyses the factors, which influence the activities of pre-trial investigation officers, and suggests the possible Solutions for the improvement of professional skills of the officers.
