Šiame straipsnyje išdėstyti samprotavimai skirti profesinės etikos dėstymui Kauno policijos fakultete. Autoriaus manymu, šio darbo efektyvumas tiesiogiai susijęs su specialybės įsigijimu: kuo anksčiau studentai įgyja profesinės etikos žinių, tuo patikimiau ir sąmoningiau jie elgiasi savo tarnyboje. Ne paslaptis, kad aukšta policininko elgesio kultūra pelno jam ir visai institucijai atskirų piliečių ir visos visuomenės pagarbą, bei pasitikėjimą. Įsigali požiūris, kuris atsispindi studijų programose ir planuose: studentai pradeda studijuoti „Policijos pareigūnų etiką“ aukštosiose neuniversitetinėse studijose tik nuo trečio semestro. Tuo tarpu, į savo pirmąją ilgalaikę praktiką jie išeina jau po antro semestro. Todėl straipsnyje aktualizuojamas teiginys: profesinė etika negali būti pradėta studijuoti taip vėlai, jeigu norime pasiekti esminį lūžį policininko elgesio kultūroje. Dar blogesnė padėtis bakalauro studijose pagal programą „Teisė ir valstybės sienos apsauga“. Čia profesinės etikos studijos (dalykas pavadintas „Etika ir deontologija“) nukeltos net į aštuntą semestrą.
This article contains reasoning about the professional ethics lecture in Kaunas Police faculty. It’s not a secret that a high level of intelligence in a policeman’s behavior gets on the right side of citizens and society, a loss the respect and trust in the whole institution of the police work. This is why this article proposes the idea that professional ethics should not be studied in a late years, if we want to achieve substantial changes in the culture of a policemen’s behaviour. Even worst situation is in studies in baccalaureate degree, which seeks the program “Law and the security of state’s borders”. There the studies of a professional ethics are postponed until the eight semester. We truly believe that consideration of teaching the professional ethics in university is necessary because those students, who acquire a university education and non-university education, tend to have not only great skills in law, but also a high level of culture and officers ethics. We should not forget to mention the suggestion about in both programs teaching ethical disciplines calling “profession ethics”. This is because all programs are preparing the officers whose work particularity contains the solution of conflicts, the manage of delinquents (who also ignore the moral values). As we have mentioned the crisis of moral values in our society, it’s essential to perfect the process of officers education and the development of their human attributes.
