The Dominance of Higher Education Institutions’ Responsibility in International Graduates’ Career Integration: The Need for Coordinated Stakeholder Engagement

In the context of global mobility and the knowledge economy, higher education institutions (HEIs) are often perceived as the primary actors responsible for the career integration of international graduates in host countries. However, recent studies reveal that this responsibility dominance leads to fragmented initiatives and limits the effectiveness of the integral environment required for sustainable integration outcomes. While HEIs play a central role, long-term solutions demand coordinated engagement from state authorities, employers, local communities, and other stakeholders. This paper presents findings from an empirical study conducted in Lithuania, highlighting the paradox of HEIs’ disproportionate responsibility and the consequences of limited collaboration among stakeholders. A stakeholder engagement management model is proposed, emphasizing a holistic and multi-level approach to overcome existing barriers and to transition from isolated interventions toward systemic and coordinated integration policies. The insights are relevant for policymakers, HEIs, employers, and researchers seeking to design an inclusive and sustainable environment for international graduates’ career development in host countries.
